PASS CR Scrub Seal
A one-step Crack-filling, Sealing & Rejuvenating Application for Moderately Distressed Asphalt Surfaces

The PASS® Scrub Seal has steadily gained popularity as a maintenance practice as it allows agencies to restore and protect their roadways for a fraction of the cost of conventional methods. The PASS® Scrub Seal is therefore an important strategy for maximizing the effectiveness of maintenance operations, and overall quality of an agency’s pavement assets.
The PASS® Scrub Seal is designed for structurally sound asphalt surfaces showing signs of cracking, raveling or more severe surface deterioration. The process features PASS CR®, a highly polymerized emulsion that adds flexibility, toughness and durability to the roadway surface, performs exceptionally as a chip binder and sealer, while also incorporating a rejuvenator and recycling agent to restore the balance of asphaltenes and maltenes in the pavement.
The PASS® emulsion is applied to the roadway in conjunction with a mechanized scrub broom that forces the optimum amount of emulsion into the cracks, causing rejuvenation of the aged surface of the walls of the cracks that have occurred through aging and distress. The patented chemistry of the PASS® emulsion combined with the action of the broom, therefore, helps mitigate 90% of a roadway’s reflective cracking, and represents one of the key differences between a PASS® Scrub Seal and a standard chip seal.
The PASS® Scrub Seal process can be followed by an application of rock or fine sand (known as Chip Seal or Sand Seal), or serve as a stand-alone surface treatment wearing course.
Additional benefits of the PASS® Scrub Seal application:
- The PASS® emulsion can be applied at a rate of 10 – 15% less than that required by a standard Polymer-Modified Emulsion (PME).
- Unlike a conventional PME chip seal, cracks do not need to be sealed prior to applying the surface treatment, saving time and material costs.
- The PASS® Scrub Seal is effective as a Stress-Absorbing Membrane Interlayer (SAMI) for any type of subsequent surface treatments such as micro surfacing, slurry or thin-lift overlays.
- The PASS® emulsion used in conjunction with the existing roadway surface or existing resource forms its own renewed structural section.
