Bob Koleas serves as President/CEO of Western Emulsions, Inc. He graduated from the University of Arizona with a Bachelors degree in Business and Public Administration. Mr. Koleas has worked and managed all aspects of the business for past 25 years. Bob has extensive experience and knowledge of all aspects of Asphalt Emulsions including Pavement Preservation, Recycling and Construction. . Bob has presented numerous papers on Asphalt Emulsions in the US and abroad. He has served on the Board of Directors for the Asphalt Emulsion Manufacturing Association for past nine years and is currently serving as a director and immediate Past President.

Mr. Schneuker is the Vice President of Western Emulsions and has been in the position since 1985. He brings over 25 years of relevant industry experience and is directly responsible for Asphalt and Emulsion sales and marketing in the state of Arizona for the company. His product expertise includes Asphalt and all aspects of Asphalt Emulsions. Mr. Schneuker earned a B.A. in Sociology from the University of Montana.

Jim Towns is currently Executive Director of Marketing for Western Emulsions, Inc. Jim has been in the business of manufacturing, marketing and field applications of asphalt emulsions for the past 30 years. He is a member of Asphalt Emulsions Manufacturing Association; has served on the International Technical Committee; is a member of International Slurry Seal Association; past member of the board of Directors of the Nebraska Chapter of the AGC; past member of the board of Directors of the California AGC, Shasta District; co-founder and past board member of the California Chip Seal Association. Jim was formerly President of Morgan Emultech with manufacturing emulsion plants in White City, Oregon; Redding, California; Sacramento, California and Bakersfield, California. He was formerly Vice President and part owner of HyWay Asphalt Products with asphalt emulsion manufacturing plants in Henderson, Nebraska; Salina, Kansas; Wichita, Kansas and Norman, Oklahoma. Jim puts on in excess of 30 seminars a year on the uses of all grades of asphalt emulsions. In addition, he puts on numerous seminars on the use of PASS® (Polymerized Asphalt Surface Sealer) with chip seals and scrub seals and rejuvenating fog seals.

As Vice President of Public Affairs, Phil Vandermost is responsible for government relations and communications for Western Emulsions Inc. Mr. Vandermost has over 20 years of marketing, public affairs and government relations experience in the real estate development and transportation industries. He is a graduate of California State University, Fullerton.

Wade Miller is the Vice President of Marketing for Western Emulsions, Inc. He has been with the company for six years in a marketing capacity. Wade previously worked with Western Emulsions as Director of Marketing, Marketing Manager and also held the position of Operational Plant Manager in Escondido, California. Wade is responsibile for the sales and marketing division of Western Emulsions. Wade is also responsible for content management and new media customer relations with Western Emulsions. Wade oversees manufacturing license agreements with select key accounts throughout the United States. Wade champions the company’s performance grade (PG Binders) marketing division, Warm Mix Asphalt (WMA) and chairs the innovation committee for materials and market development. Wade attended Pima College in Tucson, Arizona and currently attends The University of California, Irvine. Wade brings over 15 years of management and marketing experience to the company with an emphasis on technical marketing and Internet database systems. Wade was twice awarded the William R. Tiefel for service excellence and Marriott’s Golden Circle of Excellence.

Jeff began his career with Western Emulsions in 1995 and is responsible for plant operations in both California and Arizona, as well as fleet operations, expansion projects, and directing new construction. Prior to joining Western Emulsions, Jeff started his own business as a high school student and sold it after a successful 12 year run. He holds a Bachelor’s of Science degree in Finance from University of Arizona. A rare true native, Jeff was born and raised in Tucson. He is married with 3-year old twins and as an avid outdoorsman he enjoys hunting, and taking his family camping and fishing.

Bob McCrea is a professional engineer who graduated with a B.S. Degree in Civil Engineering from California State Poly Technical University Pomona in 1969. Bob spent 17 years with the U.S. Forest Service, and his experience includes highway design, facility design, road transportation system management and maintenance Operations and Maintenance. He held positions as District Engineer, Zone Engineer and Forest Engineer. Bob has worked in the emulsion industry specializing in resurfacing emulsions and chip seal designs since 1987. Currently, Bob holds the position as Marketing and Technical Sales Representative for resurfacing emulsions and specialty products for Western Emulsions, Inc. He is a Member of A.S.C.E and is a past president of California Chip Seal Association. Bob is a past Industry Co-Chair for the Fog and Rejuvenating Sub-Task group for Cal-Trans sponsored Pavement Preservation Task Group.

Joe Platt has over 25 years experience in the asphalt industry. A native of Washington State, Joe studied business at Eastern Washington University before moving to Southern California in 1987 to assume the role of operations manager for a nationwide asphalt company. During his career, he has been involved with formulation, manufacture and application of asphalt emulsions, asphalt cutbacks, and polymer modified asphalt cements. Joe is past president and active member of the California Chip Seal Association and a recent Pavement Preservation Task Group industry co-chair for chip seal. He is also involved other industry associations such as AEMA, ASMA, ISSA, and MSA. For the past 10 years, Joe has been responsible sales and technical support for emulsions used in chip seal, slurry seal, micro-surfacing and pavement sealers.

Bill started his career with asphalt emulsion industry in 1970 as a transport and distributor truck driver for Aptco and Schedule Maintenance Companies. In 1987 Western Emulsions purchased their first distributor truck with Bill as their driver. In 1992 he joined into the marketing department for Western Emulsions Inc. Bills territory covers southern California and parts of Arizona and Nevada. In the 21 years with the company, Bill has gained extensive knowledge and experience in the applications of asphalt emulsions.

Larry C. Parker is the marketing representative responsible for the New Mexico market. Larry joined Western Emulsions after twelve years with the City of Roswell. Larry has held several positions in the city’s engineering department from construction inspector to civil designer and has spent the last 6 years as Department Head for the Street & Sanitation Departments as well as Contract Liaison for the entire city fleet. Larry possesses a strong and diverse knowledge of civil construction including complete road construction, asphalt pavements, asphalt emulsions and pavement preservation. Larry has worked in the construction industry and related fields for 21 years and has a background in civil engineering from New Mexico State University. Larry was honored as the recipient of the 2006 Character Counts Award given by the Chaves County Character Counts and is an avid outdoor sportsman and is active in his community.

Kevin Donnelly is a Pavement Preservation Specialist for Western Emulsions Inc., expanding the company's consultative marketing force in Southern California. With an expertise in asset management and network level road system planning and funding, Kevin has brought significant local government experience to Western Emulsions customers. Kevin formerly worked as a Project Manager for the Transportation Division of the Santa Barbara County Public Works Department, and had been responsible for the Pavement Management System and Annual Road Maintenance Annual Plan (RdMAP) since 2000. Kevin attended several colleges including College of the Canyons and the University of La Verne which led him to an earlier career in classified government defense contract work. Prior to serving as a Project Manager, Kevin held data project management positions within the Santa Barbara County Public Works department providing support and oversight of various transportation projects, and a $16 million county-wide maintenance and surface treatment program. Kevin conducted complex research and analytical studies for the County’s GIS, pavement preservation and asset management activities and created a multitude of applications and presentations on pavement management projects and technologies for the Santa Barbara County Board of Supervisors, as well as local, regional and state agencies including the California Coastal Commission.

Larry started working in road construction in 1960 as a member of the Operating Engineers union. During that time, he worked for most of the large construction companies in the San Diego area: at a rock plant, an asphalt plant, and on sealing & paving crews. In 1972, Larry worked in management at Hanson's San Diego Plant ( formally Sim J. Harris Co.) in the emulsion plant where he worked his way up in the organization to emulsion plant manager and then to sales manager for asplalt and rock products. Larry retired from Hanson in January 2004 and then went to work for Western Emulsions, Inc. in November 2004.

Kenny Frank joined Western Emulsions, Inc as a Marketing Representative in 2008. He brings marketing and sales experience from his previous position as a Field Correspondent with Community-Pro, Inc; an interactive website focusing on prep-sports news. Kenny’s primary responsibility with Western Emulsions will be in marketing and sales throughout Southern California and Southern Nevada. He will also assist in Western’s expansion of new media and customer relations. Originally from Redding, California, Kenny earned his Bachelor of Arts from the University of Arizona where he studied Psychology and Business. In addition, Kenny competed on the university’s cross country and track teams, serving as a team captain for the track team in his senior season.

Rusty Smallwood is the Technical Marketing Representative for the Panhandle and West Texas. He has been in the asphalt industry since early 2002 having served as the Facility Manager first for Koch Industries, then for SemMaterials, L.P. at the plant in Lubbock, Texas. More recently he has had the responsibility of Technical Marketing Representative for SemMaterials L.P. working also out of the Lubbock, Texas plant. During his career in the asphalt industry, he has been involved in all aspects of the manufacturing of emulsions and hot applied asphalts, as well as marketing, application, and consulting in the field. Prior to the asphalt industry, Rusty lived and worked for 10 years in Farwell, Texas as the General Manager of Kelly Green Seeds, Inc. Rusty holds a Bachelors degree in Business Administration from Wayland Baptist University. Rusty’s responsibilities will include sales and technical support for emulsions used in chip seal, slurry seal, micro surfacing, and pavement sealing and restoration emulsions.

Sean Pellersels is a Marketing Representative for Western Emulsions, Inc. out of Billings, MT. Sean started his career in the Asphalt Industry over 15 years ago as a Marketing Representative with Koch Materials. He was raised in Kansas and is a graduate of Kansas State University earning a BS in Business Administration majoring in Marketing. Sean has been a board member of the Wyoming Contractors’ Association-Associates Division and past president of the Montana Contractors’ Association-Associates Division. Sean is responsible for the emulsion sales and technical support for the Montana, Wyoming, North Dakota and South Dakota markets.

Scott joins the Western Emulsions, Inc. family after 25 years with his former employer. He recently retired from McKinley County, as the Road Superintendent, where he worked his way up from heavy equipment operator and construction foreman positions. His department was responsible for the overall construction and maintenance of 570 miles of road. Scott was born in Kansas, raised in El Paso, TX and currently lives in Northwest New Mexico, with his family where he enjoys playing golf. Scott's objective is to use his expertise and experience, by developing a comprehensive and long-range program to fulfill the ultimate needs of clients, based on the information obtained from clients and studies made of traffic growth, composition and needs. His experience utilizing W.E. Inc.'s products has brought him to this new chapter in his life. As a Marketing Representative, he looks forward to providing present and future clients with the high-quality products that W.E., Inc. has to offer.

Evan Henninger is a Marketing Representative for Western Emulsions, Inc. based in Tucson, Arizona. He joined WE in 2009 after spending time in a similar role with SemMaterials LP at an asphalt terminal in Boise, Idaho. He is a graduate of Oklahoma State University with a BS in Business Administration majoring in International Business with minors in both Management and Marketing. Also while at Oklahoma State he worked under coaches Eddie and Sean Sutton as a Graduate Assistant. His responsibilites include promoting and supporting pavement preservation processes in the state of Arizona.

Luis Arias has worked for Western Emulsions for over 11 years. Luis began his career in 1997 working part time while still in high school. Upon graduation Luis was promoted to head mill operator and began working full time. His "team first" philosophy, vast experience, and excellent work ethic quickly earned him the respect of his peers. Luis easy disposition and willingness to get the job done were instrumental in his rapid promotion to plant manager of Western Emulsions Irwindale, California facility. Luis then transferred to Tucson, Arizona where he managed both the Irwindale and Tucson plants and finally returned home to Irwindale once this transfer and training was complete. Luis takes great pride in his devotion to customer service, quality control, on-time dispatch, production and management all under his leadership.

Juan Miranda is the Plant Manager for the Western Emulsions Tucson terminal. Juan started his career with Western Emulsions in 2000. Over the past 9 years he has served many roles with the company. Juan has worked in both plant operations and as an asphalt distributor truck operator as well as marketing representative. This has given Juan a diverse and extensive background in his overall knowledge in asphalt emulsions. He earned a Bachelor of Arts degree in Political Science from the University of Arizona. Juan is married with children and enjoys spending quality time with his family boating, and watching his kids race BMX.

Willer de Oliveira joined Western Emulsions, Inc. in 2009 as Lab Technical Manager. He has worked most recently as Product Development Manager at Duraflame, a California-based firelog manufacturing company and served also as a part-time Faculty Adjunct Instructor in the Chemistry Department of the San Joaquin Delta College, in Stockton, California. Prior to Duraflame, he worked for 8 years in the Asphalt Group at Meadwestvaco, where his responsibilities include development of emulsifier systems for applications in slurry/microsurfacing for the domestic and Brazilian markets; prime coat; high-performance chip-seal; antistripping agent evaluations, and cold mixes formulations for patching and crack filling. Originally from Rio de Janeiro, Brazil, Willer holds a B. S. degree in Chemical Engineer from Rio de Janeiro State University, a M. S. degree in Wood Chemistry, and a Ph. D. degree in Materials Science, both from Virginia Tech. As a hobby, he has written a detective novel, several short-stories and continues to write fiction when time allows him. He is married to Inez and has two daughters, Fernanda and Luciana.

With over 20 years of experience in the accounting and finance field, Earl has a background in developing strong financial infrastructures as well as refining existing business models. Working in public accounting as a CPA and private industry as a Division Controller for several large companies, including Getty Images and AXT, Inc. has provided a solid foundation on which Mr. Williams has refined his focus on meaningful business metrics and strong financial planning. As a former partner of a privately-held professional services firm, he has personal experience in mergers and acquisitions along with the related challenges of integrating new organizations within a closely-held corporation. Earl holds a B.S. in Business Administration from Trinity University and obtained his CPA certification in Texas.

Anne Miller is Controller for Western Emulsions Inc. Anne has twenty three years of experience in the Western Emulsions organization. She has played key roles in the Company’s financing and administrative departments and was Corporate Secretary prior to the Marwit transaction. She has customized the accounts receivable system to be more responsive to our customers varying needs. Anne attended Ball State University. She and her husband moved to Tucson 24 years ago with their two daughters and are recent proud grandparents of their first grandson.

Suzie Miller is the Sales Office Manager for Western Emulsions. She joined Western Emulsions in 1997 after working as Director of Volunteer Services within the Nonprofit Sector in Tucson, Arizona. Her background in guest services within the hospitality industry and sales positions in a broad range of industries brings over 30 years of customer service experience to this position. Ms. Miller’s responsibilities include coordinating events, materials and customer communications for our marketing team. In addition, she maintains and implements customer orders to our manufacturing facilities and when applicable, to those of our Licensees. She has served as Administrative Assistant to Bob Koleas, the Company’s President, for eleven years.
