PASS can be utilized for a variety of road maintenance needs. PASS emulsion is a polymer modified asphalt-rejuvenating agent. It has enhanced low and high temperature properties and resists low temperature cracking; as well as maintains and restores asphalt pavements without tracking or bleeding. PASS restorative seals may be applied at ambient temperatures ranging from 45°F to 120°F.

 Western Emulsions, Inc. announces recapitalization

 Tucson, AZ – July 14, 2008 – Tucson, Arizona based Western Emulsions, Inc. ("Western Emulsions") announces its recapitalization, and acquisition by Newport Beach based, Marwit Capital Partners II, L.P. ("Marwit") in partnership with CEO Bob Koleas.  Through operations in the high growth markets of California, Arizona, Nevada and New Mexico, Western Emulsions supplies asphalt emulsions and raw asphalt used for pavement preservation, repair, and restoration projects.  Western Emulsions' CEO, Bob Koleas, will continue to run the business along with its existing management team.

Asphalt emulsion products extend the life and improve the safety of roadways.  In the Southwestern U.S., the asphalt emulsions industry is currently estimated at $250 to $500 million and growing rapidly.  "We've seen an increasing demand for asphalt emulsions in transportation projects and expect the industry to continue to expand at a healthy pace.  With the addition of Marwit as our partner, we should be able to accelerate our strategy to grow organically and through selective value creating acquisitions. This accelerated growth will allow us to improve our already well known customer service and increase our product and service offerings to our customers," said Bob Koleas, Western Emulsions CEO.
